- Level 3: Voltaic Arc adds Spark, which is perfect for this build.
- Level 4: Transcribe is the better pick here — it gives 2 Inspire and a copy of a book.
- Level 5: Quantum Reactor adds Spark and grants a 30% increase, which is a no-brainer.

The best Wilbur perk setup is 23 General, 23 Elemental, and 4 Mystical. The important perks to pick up include Powerful (increased charges on this Hero), Wet (Wet also reduces Lightning resistance), and, of course, Inspire to start with an extra card. You can also pick up the Bless perk which makes it so Bless increases your damage instead of healing received. Depending on your team composition, you’ll also want someone to pick up the other nodes in Wet and Powerful.
